Can Indian students study in China?

Yes. Order No. 42 defines an international student as a foreign student who does not have Chinese nationality under the Nationality Law, and the articles read for this page attach no condition to which foreign nationality the student holds, so Indian nationals come within the same enrolment rules as other foreign students. Article 35 puts the visa step before entry: you apply for an X1 or X2 visa, according to your length of study, at the Chinese embassy or consulate in your country of nationality or residence — for an Indian national that is the Embassy of the People's Republic of China in India, which publishes student visa requirements of its own.
What the rules say
Order No. 42, the Administrative Measures for the Enrolment and Education of International Students by Schools, was issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security on 20 March 2017 and has been in force since 1 July 2017 (Article 48). The document is published in Chinese and its page carries no official English version; the English used here is this site's translation of the Chinese text.
Article 2 gives the definition that decides the question. It defines an international student as a foreign student who does not have Chinese nationality under the Nationality Law of the People's Republic of China and who receives education at a school. The article read for this page sets no further condition based on the student's country of origin. Chapters 2 to 5 of the Measures apply to higher education institutions.
Article 35 sets the route. A foreigner applying to study at such a school must, before entering China, apply for an X1 or X2 visa according to the length of study, at the Chinese embassy or consulate in the country of nationality or country of residence, or at another overseas institution entrusted by the Ministry of Foreign Affairs, and must submit the proof filed with the education authorities and the admission letter issued by the school, among other materials, as required.
Article 45 draws the line between the two visas. Short-term study means study at a school in China for no more than 180 days, 180 included; long-term study means more than 180 days.
What the embassy in India requires
The Embassy of the People's Republic of China in India states these requirements in its Notice on Updating Requirements for Chinese Visa Application (Update August, 2024), a page time-stamped 20 August 2024. Its table follows the same 180-day split:

Every applicant also submits the general documents in section 2.1 of that notice:
- The Chinese Visa Application Form and the confirmation page of the online visa application.
- The original passport, valid for at least 6 months and with 2 or more blank visa pages, plus photocopies of the passport information pages; expired passports from within the last 5 years; and, if the name in the new passport does not match the old one, the original and a copy of the official document certifying the name change.
- Two recently taken colour passport photos (full face, front view, bare head, 48mm × 33mm, taken within 6 months).
- Original and photocopy of proof of legal stay, residence, employment or study status, or of a valid visa — this applies to applicants who are not Indian citizens.
- A copy of the most recently obtained Chinese visa, if any.
Section 1.4 states the processing period. Applicants choose the type of counter service themselves; for qualified applications the processing period by the Embassy is usually 3 working days for express applications and 4 working days for regular applications. VIP service is a third-party service offered by the Visa Center; the notice states that its content is subject to the Visa Center and is not related to the issuance of visas by the Embassy or to the processing time.
Section 2.3 carries the embassy's reminders. An invitation letter may take the form of a fax, photocopy or computer printout, but the applicant may be required to submit the original; it should carry the applicant's details, details of the visit including purpose, place of intended residence, intended duration, arrival and departure dates, the relationship with the inviting entity or individual and the financial source for expenditures, and the details of the inviting entity or individual including name, telephone number, address, official stamp and signature. The applicant may be required to provide further supporting documents or to attend an interview, and the issuance of the visa and its validity, duration of stay and number of entries are decided in light of the applicant's specific conditions. Application documents are irrevocable once the application has been submitted to the Embassy, except for humanitarian or force majeure factors; applications that are returned are irrevocable, and anyone who then needs to travel urgently is told to submit a new application.
A separate embassy notice published in December 2025 states that the Chinese Online Visa Application System was officially launched by the Chinese Embassy in India on 22 December 2025, and that applicants can fill in the form and upload application materials online at https://www.visaforchina.cn/DEL3_EN/qianzhengyewu. That notice gives the address of the visa application service centre as the concourse floor, Shivaji Stadium Metro Station, Baba Kharak Singh Marg, Connaught Place, New Delhi 110001.
What the official pages do not say
The visa notice lists no supporting document for the X2 visa: the row states only that X2 is issued to those who intend to study in China for no more than 180 days, and the documents cell next to it is empty. If you need to know what to submit for an X2 application, ask the embassy or the visa application service centre that handles your case. The notice also states no visa fee; it refers readers to a separate fee notice. The pages read for this page do not cover entry conditions for master's programmes or scholarships.
