Can I change an X2 visa to an X1 visa in China?

The official pages read for this page print no procedure to change an X2 visa into an X1 visa inside China. What they print is the opposite direction — an application to change into an X2 visa — and what long-term study depends on is a residence permit for study under Article 15(2) and Article 16 of the Regulations on the Entry and Exit of Foreigners. Whether an X2 holder may apply for that residence permit without leaving China is decided by the exit-entry administration authority; the Articles and guide sections read for this page do not state it.

What the visa service guides print about changing to X2

The National Immigration Administration's Chinese service guide for the extension, change and reissue of foreigners' visas covers visas that permit a stay, not residence permits. Under the heading for documents required for visa change, item 7 says: applying for the change to an X2 visa requires submitting a letter issued by an education or training institution within Chinese territory and a certificate of admission and enrollment, and the visa issued may be a zero-entry, single-entry or double-entry visa with an entry validity of no more than one year and a stay of no more than 180 days. The English wording used above for that Chinese item is this site's translation of the Chinese text as published on the government service platform; it is not the Administration's own translation.

The Administration's own English version of the service guide, an English page dated 2021-04-01, prints the same requirement in item g under "Documents required for visa change": an official letter and a certificate of admission and enrollment issued by an education or training institution within Chinese territory, and a zero-entry, single-entry or double-entry visa with a validity period of no more than one year and a stay of no more than 180 days. The two versions therefore set out the same X2 change request and the same one-year validity and 180-day stay limits; this page does not choose between them because, on this point, they do not differ in substance.

What the Regulations require for a residence permit for study

The Regulations divide residence permits into types. Article 15(2) states that the residence permit for study is issued to persons who pursue long-term studies in China. So the category that covers long-term study is a residence permit, not an X visa.

Article 16 sets the application requirements. To apply for a residence permit, the foreigner shall submit a passport or other international travel document, qualified photos, and material relating to the purpose of application; shall go through the relevant formalities in person with the exit and entry administration authority of the public security organ of the local people's government at or above the county level in the proposed place of residence; and shall provide biometric identification information such as fingerprints. For a residence permit for study, Article 16, item (2) adds that the applicant shall, in accordance with relevant provisions, submit certification documents such as a letter indicating the duration of study provided by the admission institution.

If the residence permit applied for is valid for more than one year, Article 16 also requires a health certificate, and it states that a health certificate is valid for six months beginning from the date of issue.

Who decides and what the pages do not say

The change of visa and the residence permit run through the same kind of office, but the two steps are not the same. Article 10 says that where a foreigner, after entry with a visa, changes his or her purpose of stay in accordance with relevant provisions of the State, he or she may apply to the exit and entry administration authority of the public security organ of the local people's government at or above the county level in the place of stay for a change of visa. Article 16 says that the residence permit application goes to the exit and entry administration authority of the public security organ of the local people's government at or above the county level in the proposed place of residence.

The visa service guides read for this page list a change into X2. The coverage note for the Chinese service guide records that X1 does not appear in its extension or change lists and adds that X1 holders apply for a residence permit; the English service guide likewise prints no item for changing to X1. None of the Articles or guide sections read for this page prints a step named "X2 to X1", and none states whether an X2 holder may file a residence permit application for study while remaining in China, or whether leaving the country is required. Put that question to the exit-entry administration authority named in the Regulations, Article 16, and to your university's international student office; the official pages read for this page do not print the answer.
