How do I apply to a Chinese university as an international student?

You apply to the university itself, under the admission brochure it publishes for international students. The university checks your entry qualifications and your proof of financial guarantee, may test or assess you, and decides whether to admit you. There is no single national application system for self-funded students.
What national rules fix, and what the university decides
The Ministry of Education's Order No. 42 sets the frame.

In practice this means your first document is the brochure of each university you are considering. It tells you the deadline, the documents, the language condition and the fees for that university.
The usual order of events
- Pick the level. Universities enrol international students for junior college, bachelor's, master's and doctoral degrees, and as preparatory students, advanced students and research scholars (Article 9).
- Read the university's brochure and prepare what it lists.
- Apply to the university the way the brochure says.
- Receive the admission documents. For study longer than 180 days, the visa application uses the admission letter and Form JW201 or JW202.
- Apply for the visa at the Chinese embassy or consulate: X1 for study of more than 180 days, X2 for 180 days or less.
- After arrival, complete the physical examination check on enrolment and, on an X1 visa, apply for a residence permit within 30 days of entry.
If you are applying for the Chinese Government Scholarship
The official guide sets seven steps. You choose a programme, university and major; get admission documents from the university; get a recommendation from the application receiving agency for your programme; and submit the online application form. The agency then submits its recommended candidates, the China Scholarship Council organises the review, and the agency tells you the result.
The guide also requires a pre-admission document from the university, so contact with the university comes before the scholarship form.
