Can I travel while my residence permit is being processed?

Inside China, yes: while the exit and entry administration authority of the public security organ retains your passport to process a residence permit application, you may reside in China legally on the strength of the acceptance receipt (Regulations of the People's Republic of China on Administration of the Entry and Exit of Foreigners, Article 18). That receipt is issued for the period in which your travel documents are held, and the articles and the service guide read for this page give it that one stated use. None of them says the receipt can be used to leave China and come back.

What the rules say

Article 17 sets out what goes with an application to extend, change or reissue a residence permit: a completed application form, your passport or other international travel documents, qualified photos, and material relating to the purpose of the application. Article 12 sets the same list for extending, changing or reissuing a visa or applying for a stay permit.

Article 18 carries the provision that answers the question here. If the application meets the acceptance provisions, the authority issues a receipt of acceptance valid for a period not exceeding 15 days, and it makes its decision on the application within the validity period of that receipt. While your passport or other international travel documents are retained for the processing, you may reside in China legally on the strength of the receipt. If the procedure followed or the material submitted does not conform to the relevant provisions, the authority notifies you, in one go, of what to complete and what to supplement.

Those two articles belong to the Regulations published as State Council Decree No. 637, which came into force on 1 September 2013; the English text used here is the version published by the National Immigration Administration.

The Regulations and the Administration's own English guide state the cap differently: one counts days, the other counts working days running from the date of acceptance. Both are given here as written.

Who decides

The decision is made by the exit and entry administration authority of the public security organ. The Service Guide on residence permits for foreigners describes the route: an application for a residence permit and for its extension, change or re-issuance is made in person at the exit and entry department of a public security organ, materials are collected completely at one time and reviewed at one time, and where the application complies with the conditions for acceptance it is accepted and an acceptance receipt is given (section VII). The same section requires that, where the formalities or materials are incomplete, the authority inform the applicant at one time what to complete and what to supplement. Section VIII repeats the time limit already quoted above, and section X provides that an approved residence permit is collected by the applicant in person, against the acceptance receipt.

What the official pages do not say

The Regulation articles and guide sections read for this page do not state that the acceptance receipt may be used to exit and re-enter China, and they say nothing about presenting it for border control, transport or accommodation. Ask the exit and entry administration authority that accepted your application, or your university's international student office, before planning any trip that crosses the border.

How do I collect the residence permit once it is approved?

Under section X, an approved residence permit for foreigners is collected by the applicant in person at the exit and entry department of the public security organ, on presentation of the acceptance receipt.
