What is an X1 visa for China?

An X1 visa is the visa issued to people who apply for long-term study in China, meaning study that lasts more than 180 days. It is an entry document: within 30 days of arriving, the holder applies for a residence permit for study at the exit-entry administration of the public security bureau, and that permit then carries the permission to stay. To apply for the X1 visa you need the admission letter from the school or other admitting entity in China, plus the Confirmation Form for Study in China, Form JW201 or Form JW202.

What the rules say

The Regulations on Administration of the Entry and Exit of Foreigners list the X1 visa at Article 6(11): the X1 visa is issued to persons who apply for long-term study in China. The same item assigns the X2 visa to short-term study, which Article 36(4) of the Regulations defines as a stay of not more than 180 days.

Article 36(5) of the Regulations defines "long-term or resident" as residing in China for a period exceeding 180 days, and Article 36(4) defines "short-term" as staying for a period not exceeding 180 days, including 180 days. That pair of definitions is what puts the X1 visa on the long-term side of the line.

The Regulations also provide the matching permit: Article 15(2) says the residence permit for study is issued to persons who pursue long-term studies in China.

What you need to apply

The Ministry of Foreign Affairs visa instruction lists two documents for the X1 visa:

  • The Admission Letter issued by a school or other admitting entity in China.
  • The Confirmation Form for Study in China (Form JW201 or Form JW202).

The Ministry's instruction states these requirements as required by the Chinese embassy or consulate-general in your locality, so the page of the mission that handles your application governs what you actually hand in. The English texts used on this page are those published by the National Immigration Administration and on the Ministry's consular website.

After you arrive

Article 30 of the Exit and Entry Administration Law covers this step. Where a visa held by a foreigner specifies that the holder needs to apply for a residence permit after entry, the application goes to the exit-entry administration of the public security organ under the local people's government at or above the county level in the proposed place of residence, within 30 days from the date of entry. The Ministry's visa instruction gives the same 30-day period for X1 holders.

Applicants submit their passport or other international travel document, the relevant information for the specific application matter, and biometric identification information such as fingerprints. The exit-entry administration conducts examination and makes a decision within 15 days of the date of receipt, and issues the appropriate type of residence permit with its duration, based on the purpose of residence.

On duration, Article 30 sets the validity of a work-type residence permit at a minimum of 90 days and a maximum of five years, and that of a non-work-type residence permit at a minimum of 180 days and a maximum of five years. The article read for this page does not name the study residence permit in that sentence or state a separate period for it.

What the official pages do not say

The Ministry's visa instruction prints no fees and no processing times. The articles of the Regulations and the Law read for this page do not state how long an X1 visa remains valid for entry or how many entries it allows; Article 36 of the Regulations defines "number of entries" and "validity period of entry" in general terms without giving a figure for any particular visa type. For those points, ask the Chinese embassy or consulate-general handling your application, or the university's international student office.
