What is an X2 visa for China?

The X2 visa is China's study visa for short-term study — a stay of no more than 180 days, the 180th day counted in. You stay for the period written on the visa itself, and that period begins the day after you enter (Exit and Entry Administration Law, Article 29; Regulations, Article 36(3)). The articles read for this page attach no residence permit step to an X2 stay: the residence permit for study is issued to persons who pursue long-term studies in China (Regulations, Article 15(2)).
What the rules say
The Regulations of the People's Republic of China on Administration of the Entry and Exit of Foreigners set the visa categories. Article 6(11) states that the X1 visa is issued to persons who apply for long-term study in China, and the X2 visa to persons who apply for short-term study in China. The Regulations are State Council Decree No. 637, promulgated on 12 July 2013 and in force from 1 September 2013.
Article 36 of the Regulations defines the terms used in that list. Item (4): short-term means staying in China for a period not exceeding 180 days, 180 days included. Item (5): long-term or resident means residing in China for a period exceeding 180 days. Item (3): the duration of stay specified in the visa is the period the holder is allowed to stay after each entry, and it begins from the next day of entry.

The Exit and Entry Administration Law of the People's Republic of China, adopted on 30 June 2012 and in force from 1 July 2013, states in Article 29 that where the duration of stay specified in a visa held by a foreigner does not exceed 180 days, the holder may stay in China within the duration specified therein. If the stay has to run longer, Article 29 of the Law provides for an extension applied for with the exit/entry administration of the public security organ under the local people's government at or above the county level in the place of stay, seven days before the duration specified in the visa expires.
Documents listed for the X2 application
The Ministry of Foreign Affairs' Visa Application Instructions on the China Consular Services site list one item for the X2 visa: the Admission Letter issued by a school or other admitting entity in China.
Those instructions are the Ministry's general instruction, and they state that requirements are as required by the Chinese Embassy or Consulate-General in your locality. What a mission publishes for its own consular district is that mission's statement, not a rule for every Chinese mission. The instruction prints no fee and no processing time.
Who decides
Three layers appear in the texts read for this page. The visa categories and the 180-day line come from the Regulations and the Law. Which documents your application actually needs is left by the Ministry's instruction to the Chinese embassy or consulate-general in your locality. An application to extend a stay is directed by Article 29 of the Law to the exit/entry administration of the public security organ at or above the county level in the place of stay.
What the official pages do not say
The articles and instructions read for this page state no fee and no processing time for an X2 application. Where a point your case turns on is not stated in them, ask the university's international student office, the Chinese embassy or consulate handling your application, or the exit-entry office.
